John F. O’Connell biography (post-CO USS Spinax (SS-489))

After command of Spinax ’66-67, attended U.S. Naval Postgraduate School in Monterey, California, graduating in 1968 with a Master’s Degree in Management. Reported to OPNAV for duty in 1969 as Head, Manpower, Training and Intelligence Branch of the Submarine Warfare Division in the Pentagon. In 1971 ordered to command Submarine Division 41 in Charleston, SC (5 Guppy III, two other Guppy SS plus Barracuda (SST-3) and Petrel (ASR-14). In September 1972 reported as Chief Staff Officer Submarine Flotilla Seven in Yokosuka, Japan. Promoted to grade of Captain in 1973. In May 1974, reported to ComSubPac Staff as Assistant Chief of Staff for Operations, Plans and Intelligence (N3), simultaneously serving as Commander Submarine Group Hawaiian Area. Detached in October 1976 and spent a year and a half in Attaché and Japanese language training, before reporting to the U.S. Embassy in Tokyo as Defense Attaché and Naval Attaché for a three year tour (’78-81). On staff of President, National Defense University until retiring in May 1982 after thirty years service.

Worked as a Legislative Assistant for Senator Robert Dole (R., KS) for almost two years, then returned to Tokyo as Patriot (missile) Marketing Manager Japan in 1984-1986. Returned to U.S. in 1986 and resettled in Old Town Alexandria, Virginia. Worked as an operations analyst for Kapos Associates Inc. from 1988 until 1998 when retired from work force. Volunteer at Smithsonian museums since 1999. Four children and eight grandchildren keep me fairly busy along with two days a week at Air & Space Museum (Docent) and American Indian Museum (Information Desk). My wife died in 2002. In early 90s got interested in researching aviation history and have published four books, The Effectiveness of Airpower in the 20th Century, Part One (1914-1939) (pub. May 2007), Part Two (1939-1945) (pub. September 2007) and Part Three (1945-2000) (pub. September 2006) Published Submarine Operational Effectiveness in the 20th Century, Part One (1900 - 1939) in 2010.  Am working on Part Two (1939 – 1945) at present.
